The program is founded on three beliefs: that leadership skills and technological competence are fundamental to the appropriate and successful utilization of technologies in educational settings; that access to the requisite knowledge should be universal, despite the barriers of distance, personal physical limitations and lifestyle; and that educational technologies focus on improving human performance and learning.

The program is guided by commitment to continuing improvement as technology changes through:

• The development and delivery of effective distance education methods
• Support services for the distance-learning community
• Influence upon the creation of knowledge and practices

为来自中国的学生设计 To be eligible for admission, applicants must hold a Bachelor's degree from a regionally accredited college or university. Applicants who have earned their degrees outside of the US must hold degrees from institutions in compliance with their national standards. Academic IELTS: an overall band score of 6.0 with no individual score below 5.0; or TOEFL: 550 on paper-based or 80 on Internet-based test; or PTE Academic: 53.
